Abstract

Archive management at Bappeda Padang City still faces problems in storing, searching, and managing documents that are not yet optimally integrated. This study aims to design and develop the Bappeda Archiving Information System (SIPANDA) as a web-based system to support structured and integrated archive management. The system development model used in this study is the Waterfall model, which consists of Requirement Analysis, System Design, Implementation/Coding, Testing, and Deployment. System testing was conducted using Black Box Testing, Load Testing with Apache JMeter, and the System Usability Scale (SUS). The Black Box Testing results showed that all system functions operated according to the requirements after improvements were made. The Load Testing results showed that SIPANDA was able to handle up to 127 virtual users with an average response time of 904–962 ms and an error rate of 0.00%. The SUS evaluation involving 10 respondents resulted in an average score of 89.5, classified as Grade A+ and Best Imaginable. SIPANDA was also successfully deployed online and can be used according to user access rights. Therefore, SIPANDA can support archive management at Bappeda Padang City in a more structured and user-friendly manner with adequate performance.
