Abstract
This research is motivated by the challenges faced by people with disabilities, particularly the visually impaired, in conventional general elections, where they often rely on physical assistants, potentially threatening the confidentiality of their votes and privacy. This condition triggers various obstacles, such as the risk of intervention by other parties, a lack of independence, and accessibility barriers to obtaining candidate information independently. Therefore, this study aims to design and develop a web-based e-voting information system that is accessible, independent, and inclusive for visually impaired voters by integrating Text-to-Speech (TTS) and Speech-to-Text (STT) technologies based on Mel-Frequency Cepstral Coefficients (MFCC) feature extraction and Support Vector Machine (SVM) classification. The system was developed using the Research and Development (R&D) method with an Iterative Waterfall approach, which includes requirements analysis, system design using Unified Modeling Language (UML) and relational database schemas, implementation using TypeScript with the React framework, Supabase, and PostgreSQL, as well as system testing. The resulting system is equipped with election management modules, voice biometric-based authentication, interactive verbal navigation, and real-time temporary vote recapitulation (real count). The system was evaluated using Black Box Functional Testing and User Acceptance Testing (UAT). Functional testing across all test-case scenarios showed that all application features and workflows ran successfully and according to specifications. Furthermore, the UAT evaluation involving 10 respondents (consisting of admin representatives and visually impaired voters) yielded a feasibility percentage of 97.14% with a "Very Good" category. Based on these findings, the developed e-voting information system has proven to be practical, functional, and highly feasible to implement in supporting disability-friendly voting activities independently, securely, and confidentially.
