Abstract

This research is motivated by problems at SDIT Nurhidayah, where the process of submitting parent complaints is still carried out manually through WhatsApp messages or face-to-face communication, resulting in complaints that are poorly recorded, difficult to monitor, and often not handled optimally. The purpose of this study is to design and develop a mobile-based parent complaint service system. The system was developed using the Dart programming language with the Flutter framework and the Waterfall development method. The system accommodates four user roles: Parents (complaint submission and tracking), Teachers (verification and handling), Administration Staff (data management), and the Principal (statistical monitoring). Functional testing using Black Box Testing shows that all system functions operate according to the specified requirements. Non-functional User Acceptance Testing (UAT) conducted with 10 respondents resulted in an acceptance score of 97.4%, indicating that the system is categorized as “Highly Feasible” for use. This system enables a more structured, transparent complaint process that can be monitored in real time.
