Abstract
Novembri, Student ID Number 2020090021, "Development of Mastery Learning-Based Tilawah Extracurricular Learning at State Senior High School (SMAN 14) in Padang City," Dissertation, Postgraduate Program, UIN Imam Bonjol Padang, Islamic Education Study Program. 2025. The central issue in this research is the Quranic reading ability of high school students, particularly at SMAN 14 Padang, which is still highly diverse, with the majority not meeting the standards for tajweed and fashahah. Mapping results show that only around 15% of students are fluent in reading the Quran, while the majority still require intensive coaching. This situation indicates a gap between the need for systematic tilawah learning and learning practices, which have tended to be traditional and unable to accommodate differences in student abilities. Therefore, it is necessary to develop a mastery learning-based extracurricular tilawah learning model that can ensure each student achieves mastery in reciting the Quran according to Tajweed, while also gradually fostering a love and skill in the art of Quranic recitation (nagham). This study aims to: 1) describe the format of extracurricular tilawah learning activities at State Senior High School (SMAN 14) in Padang City. 2) develop a mastery learning-based extracurricular tilawah learning at State Senior High School (SMAN 14) in Padang City. 3) test the validity, practicality, and effectiveness of the development of mastery learning-based extracurricular tilawah learning at State Senior High School (SMAN 14) in Padang City. This study used a research and development (R&D) method based on the model developed by Sivasailam Thiagarajan. The model development procedure used the 4-D steps. Data analysis used qualitative and quantitative analysis. This study used interview, observation, documentation, and Focus Group Discussion (FGD) methods. The researcher's findings in this study were: 1) The implementation of the tilawah extracurricular activity was well-designed for implementation, but there were still a number of shortcomings, including the availability of teaching materials, an unsystematic learning approach, limited supporting media, and students' suboptimal mastery of the tilawah rhythm in a tiered manner. 2) A mastery learning-based tilawah extracurricular activity was developed at State Senior High School (SMAN 14) in Padang City to foster discipline, perseverance, and strong spiritual and religious values in facing the challenges of the times in students. This is tiered, measurable, and oriented towards learning completion. 3) The development of mastery learning-based tilawah extracurricular activities at State Senior High School (SMAN 14) in Padang City has met the requirements of validity, practicality, and effectiveness
