Abstract

The Regional Development Planning Agency (BAPPEDA) of West Sumatra Province is a government institution whose success is highly dependent on the performance of its personnel. The process of determining the best employees at BAPPEDA of West Sumatra Province has so far been carried out by manually compiling and summing employee attendance, work behavior, and work target scores. This process, particularly in assessing work behavior, is still potentially influenced by the subjectivity of assessors. This study aims to design and develop a web-based Decision Support System by implementing the TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) method to recommend the best employees. The study was conducted by collecting assessment data based on the following criteria: service-oriented, accountable, competent, harmonious, loyal, adaptive, collaborative, attendance, and work targets. The TOPSIS method was used to process these criteria by calculating the distance of each alternative (employee) from the positive and negative ideal solutions, thereby generating preference values as the basis for ranking. The developed system, named the Best Employee Performance Assessment Application (APERTA), was built using the PHP programming language and MySQL database. The results of black box testing showed that all system features functioned according to the design, while usability testing using the System Usability Scale (SUS) produced a score of 85.5, categorized as Excellent. The results demonstrate that the TOPSIS method can be effectively implemented in a decision support system for determining the best employees, providing a computerized solution that assists BAPPEDA of West Sumatra Province in conducting objective, measurable, and transparent employee performance assessments.
