Abstract

The prioritization of prospective foster children at the Social Service Agency of West Sumatra Province is still carried out manually through staff assessments and deliberation, which may lead to subjectivity, differences in assessment, and a time-consuming selection process. This study aims to develop a Decision Support System (DSS) to assist in determining the priority of prospective foster children in a more structured and objective manner. The study uses five criteria, namely Child Status, Family Economic Condition, Health, Age, and Family Support. The Analytic Hierarchy Process (AHP) method is used to determine the importance weights of each criterion based on assessments from three respondents of the Social Service Agency, which are combined using the Geometric Mean, while the Simple Additive Weighting (SAW) method is used to calculate preference values and rank prospective foster children. The AHP calculation resulted in weights of 0.193 for Child Status, 0.324 for Family Economic Condition, 0.145 for Health, 0.167 for Age, and 0.172 for Family Support, with a Consistency Ratio (CR) of 0.0157, indicating that the pairwise comparison matrix is consistent. The SAW calculation for 10 alternatives showed that A3 achieved the highest preference value of 0.9528, followed by A2 with 0.9045 and A1 with 0.8563. The system was developed as a web-based application using PHP and MySQL with the Waterfall development model. Black Box Testing using the Equivalence Partitioning technique was conducted on 56 test scenarios, and all scenarios or 100% produced the expected results. Validation of the system calculations against the manual calculations also showed consistent results. Therefore, the developed system can be used as a tool to support the prioritization of prospective foster children in a more systematic, consistent, and transparent manner, with the final results serving as recommendations for the Social Service Agency.
