Abstract

BAZNAS (The National Board of Zakat) of Padang City currently experiences operational constraints in the distribution of Economic Program assistance, primarily stemming from limited allocation quotas and the inherent subjectivity of manual selection processes applied to a high volume of applicants. To mitigate these issues, this research proposes the development of a web-based Decision Support System (DSS) utilizing a hybrid methodological framework that integrates the Analytic Hierarchy Process (AHP) and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). This integration is designed to establish an objective and rigorously targeted selection paradigm. Constructed in accordance with the Waterfall software development life cycle, the system architecture leverages Next.js for the frontend and Supabase for the backend infrastructure. The AHP method was applied to mathematically derive the relative priority weights of four fundamental evaluation criteria, whereas TOPSIS was deployed to systematically evaluate and rank 47 prospective mustahik (beneficiaries). Empirical results demonstrate that Asset Ownership constitutes the most significant criterion, yielding a priority weight of 55.79% alongside a valid Consistency Ratio of 0.0439. The subsequent TOPSIS computations effectively stratified the alternatives, establishing the candidate Nurleli as the primary priority with a maximum preference valuation of 0.9884. Rigorous system validation corroborated both algorithmic precision and comprehensive operational functionality through Black Box Testing. Furthermore, an empirical usability assessment conducted with 10 respondents yielded an exceptional System Usability Scale (SUS) score of 92.0. In conclusion, the implemented DSS substantially optimizes the objectivity and operational efficiency of prioritizing productive zakat distribution.
