Abstract

The distribution of red chili seed assistance at the Department of Agriculture of Mandailing Natal Regency faces challenges due to limited quotas and subjective manual selection processes. This research aims to develop a web-based Decision Support System (DSS) utilizing a hybrid Analytical Hierarchy Process (AHP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) to ensure an objective and targeted selection process. AHP was employed to calculate the priority weights of five criteria, while TOPSIS was used to rank 41 farmer group alternatives. The system was built based on the Waterfall development model, integrating React for the frontend and Supabase for the backend. The results showed that Physical Capacity & Land Condition is the most significant criterion with a 39.97% weight and a valid Consistency Ratio of 0,0706. The TOPSIS calculation effectively ranked the alternatives, with several groups (Serbaguna II, Suka Tani Mandiri, Tunas Harapan, and Dahlia) achieving the highest preference value of 0,9549. System validation confirmed the algorithmic accuracy, complete functionality through Black Box Testing, and an excellent System Usability Scale (SUS) score of 95,5. In conclusion, this DSS successfully improves the objectivity, transparency, and efficiency of determining the priority for agricultural assistance distribution.
