Abstract

Grants are a form of government assistance intended to support religious activities, such as the construction of places of worship, religious education, and community social programs. The process of evaluating and prioritizing recipients of religious grant funds at the West Sumatra Provincial Bappeda is still conducted manually without the support of a decision support system, which has the potential to lead to inconsistencies in evaluation, a lack of objectivity, and a lengthy selection process taking 30 to 75 working days. This study aims to develop a web-based Decision Support System to prioritize recipients of religious grant funds using the TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) method, a multi-criteria decision-making method that compares each alternative with an ideal solution to generate preference values and objective rankings. The system was developed using the Waterfall model through the stages of requirements analysis, design, implementation based on PHP and MySQL, testing, and deployment, with five evaluation criteria: urgency of need, impact on beneficiaries, funding shortfall, type of activity, and administrative compliance. The results of the study on fifteen alternative proposals showed the highest preference value of 0.620016 for the top-ranked proposal. Black-box testing showed that all features functioned as intended, while System Usability Scale (SUS) testing yielded an average score of 88.75, falling into the “Excellent” category. This system serves as an objective recommendation for BAPPEDA to determine priorities for religious grant recipients in a transparent and accountable manner.
