Abstract

This research aims to analyze the ability of EFL English teachers in Senior High School 01 Dua Koto in designing Higher Order Thinking Skills (HOTS)-based learning. The background of the problem is the phenomenon where teachers are required to apply HOTS in 21st century learning, but based on careful analysis, the learning objectives in the teaching module are still at the Lower Order Thinking Skills (LOTS) level which is unable to bring students to a higher level of critical thinking. This research used a descriptive qualitative approach. Data were collected through document analysis of teaching modules or RPP, classroom observation, and open-ended interviews with two English teachers. Data were analyzed using the Miles and Huberman model, which includes data reduction, data presentation, and conclusion drawing. The research findings show that in general, teachers' ability to design HOTS-based learning is at the “Good level”. However, there are significant discrepancies between the written teaching modules and classroom implementation. In conclusion, although teachers have a good conceptual understanding of HOTS and are able to apply it adaptively in the classroom, they face systematic challenges in integrating HOTS consistently into their written lesson designs. It is recommended that more structured training be provided to bridge the gap between planning and practice..
